The Religious Freedom Byway Management Draft Plan has been revised and is ready for a more formal review by each County - please see below for links to plan!

Over the last year, St. Mary’s and Charles Counties have formed a management committee including representatives of each County, the Southern Maryland Heritage Area, and their state agency partners at the State Highway Administration, Office of Tourism Development, and Department of Planning to develop a scope of work and hire a consultant to assist in the preparation of a byway management plan. The Counties have hired a multi-disciplined team of landscape architects, planners, engineers, and historians headed by Lardner/Klein Landscape Architects, P.C., to assist in the development of the plan.


An advisory committee has been formed to assist in the development of the management plan. The Religious Freedom Byway Advisory Committee represents a cross-section of those people that live or work along the byway, those that are responsible for its management, and those with extensive knowledge of the history of the area.  The Byway Advisory Committee will:

  • assist in the formulation of a vision, goals and objectives for the plan
  • provide information to the planning team about important features and points of interest along the byway
  • assist in the development of strategies to preserve and enhance important features and to help determine how best to take advantage of the opportunities
  • make recommendations regarding how the plan will be implemented
  • make recommendations on whether or not to pursue designation as a National Byway
